tl;dr - You no longer need to go to dawnstar sanctuary to get new dark brotherhood contracts from the night mother. She will give a new one to you upon completion of the prior one.
Do you hate extra pointless loading screens? I mean, I love Uncle Sheo's Loading Screens as much as the next person, but it was a minimum of 4 loading screens per assassination contract - 1 into the sanctuary, 1 out of, 1-2 to get to the contact, and 1-2 to get to the person you have to kill. Rinse and repeat. If you play without fast travel enabled, contracts were simply not viable to do. Let's not forget that staring at loading screens causes a lot of boredom really quick.
This mod eliminates the need for 2 of those load screens by causing the night mother to speak to you wherever you happen to be. It'll also save you some fast travel time as well, or walking time if you have fast travel off.
Best of all? It's lore-friendly, at least according to Cicero.

Technical changes:
The dark brotherhood recurring quest has 2 additional properties, and the script for the quest was also edited very slightly to eliminate a location check. The night mother's talking activator is placed next to the player's current location every time the quest hits stage 10, and the scene proceeds as normal.
