So, what's the problem?
These quests are randomly started when their conditions are satisfied, and are grouped in a few Story Manager nodes.
If some of the quests in a node are unable to start (eg., because their conditions never come true), the other ones run once when they can and are then put on hold, waiting for the missing ones to run too.
If the missing quests never start, the other ones in the same node wait forever and nothing else happens.

At least, this is my interpretation, if you believe I'm wrong I'm afraid I'm not interested.
The mod is working for me and that's all I need, please abstain from bothering me with objections.

COMPATIBILITY
Conflicts with "Haunting and Mourning - SSE", put this one higher in the load order.

A final hint.
Like most of my little patches and fixes, this begs for being merged into a bigger plugin, call it a 'bashed patch' if you like to follow tradition.
