The idea behind this mod is really simple: I find the idea of runes in Skyrim great, but the execution of that idea is not.
Runes are supposed to be a trap, something you think of, something who requires focus and a sense of tactic: you don't use runes during a fight, but rather, as a tactician, you place them beforehand, at strategic places, where you know your enemy will go, or where you know you can lead him and outwit him.
Unfortunately, the base game doesn't gives much of that feeling to the runes, who are dramatically underpowered, don't benefit from the base perks increasing elemental damage, get only one rather useless perk (Because why would you need to be able to place two runes instead of one if they are still useless?), and don't even have more powerful variants, like every other spell does.
I think magic should be not only about raw power and how many fireballs you can throw at your enemy, but about strategy and carefully planned actions, not about screaming on top of your lungs and throwing spells everywhere, but instead being about subtlety, something more fitting more a mage who is supposed to have spent much of his life patiently studying and training to increase his knowledge and power.
Therefore, I bring you this very simple mod.
Better runes tweaks all three elemental runes so they can be more in line with what they are supposed to be, and to make them really useful for a mage, and this, even at high level (Something which is greatly lacking in the base game, but this is not only the case of the runes, as magic in Skyrim is dramatically underperforming in general).
Now, each rune does have 3 seconds of casting instead of 0.5, as it is a work of focus and strategy, as a mage, placing magic traps is something more technical than simply throwing spells at random.
Also, the runes; when triggered by an enemy who is NOT in combat, meaning, an unsuspected enemy, who will set foot in your trap, and unleash all it's power; will do to that unsuspecting enemy 8 times the damage they would have done in a combat situation, most likely sending him directly to his gods or whatever he may worship.
You will have understood that this change, although very small, is meant to make of the runes the powerful, and lethal, magical traps they were always meant to be.
After testing, and as it was my intention, Better runes is totally compatible with Ordinator without needing any patch, and you can place the mod whenever you want in your loading list, with the exception of course of others mods who also modify these three runes.
I may also plan to tweak the others runes and I could also further tweak these three elemental runes, so stay tuned.
