MAKES HIGH ELVES MORE AMAZING TO PLAY!
So, for High Elves it's all about the magic! Right? Shouldn't the race be the most magnificent at it? Yeah, yeah, it should! This mod seeks to make the High Elf and High Elf Vampire player character simply amazing mages by improving existing or adding new abilities, powers and lesser powers:

The mod is for new or existing player characters. It can safely be disabled any time. You don’t have to disable the other ART mods to use this one. This mod is an improved edition of the Syrim mod by the same name, which is available on Steam. It's the same version that's available for Xbox One on Bethesda.net, which is here:

ABOUT THE RACE TWEAKS
Highborn Brilliance. New ability always lets you always learn all Mage skills 20% faster (like the Mage Stone blessing). Skills affected: Alteration, Conjuration, Destruction, Enchanting, Illusion and Restoration. Because no one knows spells better than High Elves! Right?
Highborn Dominance. New lesser power usable as often as you like, which lets you recover Magicka 100% faster, but also makes you 100% weaker to magic for 60 seconds (like the Apprentice Stone blessing).
Highborn Influence. New ability that always makes all intimidation (but not persuasion) attempts twice as likely to succeed (like the Speech skill perk Intimidation). So, you're a High Elf and people might be afraid you're a Thalmor informant who can have them arrested! Right? Yeah, yeah! They should fear you!
Highborn Mastery. Ability that always gives you 50 extra Magicka (same as the Highborn ability of the unmodified game), but you can use Highborn Supremacy to increase your Magicka even more (see below).
Highborn Omnipotence. New power that once a day overpowers every spell! Use the power to make all spells cost 15% less to cast, and make them either 15% stronger or last 15% longer for 2 minutes. Great one to save for those tough boss battles!
Highborn Prominence. Improved version of the Highborn power of the unmodified game that lets you recover Magicka even faster. The power now recovers Magicka 50 times faster (instead of only 25 times faster) for 60 seconds. Unlike Highborn Mastery it has no detrimental effects, but it can be used only once a day.
Highborn Supremacy. New lesser power usable as often as you like, which gives you 50 extra Magicka but makes Magicka recover 100% slower for 60 seconds (like the Atronach Stone but without the absorb Magicka effect).
Highborn Vengeance. New power that once a day lets you use a Lightning Cloak to zap opponents who dare to try to strike you! Foes who get too close take 8 shock damage to Health and 4 shock damage to Magicka each second for 60 seconds. Hey, if Dark Elves can have a Flame Cloak then you should get a cloak, too! Right?
HOW THE MOD WORKS
The only thing the mod changes is the name of the Highborn ability (now named Highborn Mastery) and the Highborn power (now called Highborn Prominence). The mod doesn't change the player character object, or the High Elf race object, or the High Elf Vampire race object, or any perks. It uses a hidden quest that automatically runs once whenever save loads, and it checks to see if the player character has the new abilities, powers and lesser powers. If the player character doesn't, it adds them. (NOTE: If the new abilities and powers don't show, save your game, exit to the Main Menu, then select Continue.)
GAMEPLAY STRATEGY
So, to prevent them from being too overpowered, some of the powers cannot be used as the same time as others. These are Highborn Dominance, Highborn Prominence and Highborn Supremacy. If you're using one of these and activate a second one of these, the effects of the first will be removed. Other powers can be used as the same time as any of the others. These are Highborn Omnipotence and Highborn Vengeance. This means you can have up to three powers activate at the same time. It's usually best to save the once-daily powers for the more challenging boss battles at the end of a quest or dungeon. Activating three powers at the same time will likely be sufficient to finish off even the toughest of opponents.
Be smart about the powers you choose, however. For example, the Highborn Vengeance shock cloak is useless against opponents who keep their distance, and the replenished Magicka you get from Highborn Dominance won't be of much use against mages, dragons and Dragon Priests, since the power also makes you 100% weaker to magic. In most instances, Highborn Prominence and Highborn Omnipotence are a risk-free combination you may use once a game day.
COMPATIBILITY WITH OTHER MODS
The mod is compatible with all of the mods by sp0ckrates. Since the mod doesn't change the player character, the High Elf race, the High Elf Vampire race, or any perks, it should be compatible with most mods that change these, such as those which add new hair and facial features. Mods changing the Highborn ability and power might not be compatible.
DISABLING OR REMOVING THE MOD
Important: Before disabling the mod, make sure the new powers and lesser powers are no longer active. You may then disable the mod safely to return your powers and abilities to normal.
