This was requested by a friend who wanted a way to keep the torso of NPCs still while headtracking the player during a pose so that only the head would move.
The spelltome has nom keywords attached to it so you should never find in Vendor lists. this is on purpose because it is a utility spell.
Type help "fix spine" in the console to get the formID and use player.addspell <formID> to teach it to yourself.
Or give yourself the book and then read it, doesn't matter.
