I've been using Spell Research for a while, which lets you discover new Spells by doing research on the ones you already know, and I wanted to remove or reduce the Spell Tomes available from Court Mages, because it felt wrong wanting to discover the Spelly myself while knowing I could just get them by spending a little gold.
What this mod does:
Reduce the amount of Spell Tomes available at vendors (and as loot)
No longer will the Court Mages have every Spell Tome from every library ever in stock. Instead, They'll have a selection of them, which varies from vendor to vendor, and from restock to restock, making it more exciting to check in with the local Mage after entering the City. If you are using Spell Research, it will feel less like cheating yourself and more like looking to your peers for help when you go to check out what Farengar has.
Remove the Skill Level restrictions for the Spell Tomes being available
While this is actually a side effect of how this mod works, I think it fits quite nicely. How do the Court Mages know when your Conjuration Skill is high enough to be able to cast that Bound Bow? They don't, and now they will act as such by offering their entire (if diminished) stock of Tomes to you!

Spells of each tier now have a certain chance (per tome) of appearing, which can be edited with globals - as of V3.0 (of the original mod) these globals have been split into "loot" and "shop" versions of each, allowing one to config loot and merchant rarity seperately.
Novice: 70% - shop global is 0SpellTomeNoneShop, loot global is 0SpellTomeNoneLoot, both default to 30
Apprentice: 50% - shop global is 25SpellTomeNoneShop, loot global is 25SpellTomeNoneLoot, both default to 50
Adept: 30% - shop global is 50SpellTomeNoneShop, loot global is 50SpellTomeNoneLoot, both default to 70
Expert: 10% - shop global is 75SpellTomeNoneShop, loot global is 75SpellTomeNoneLoot, both default to 90
Master: has been left untouched, as the only vendors who sell these tomes are the respective Master Wizards at the College
There is a second .esp file for use with Apocalypse - Magic of Skyrim fixing duplicate entries in FormID lists, which could be rather noticable with this mod installed.
Any mod that add it's Spell Tomes to the appropriate Leveled Lists via Script should be compatible!
Both files are flagged as .esl file, so they don't count against your number of active plugins!
This mod also edits some of the Court Mages' containers to make sure they don't have only one Tome available.
Lucan Valerius' container has also been edited to remove the starting spells.
