1. Cathedral Weathers and Seasons is a great weather mod, but it doesn't lend itself well to ENB. The weather mod has some conflicting features built into it such as custom images paces with dramatically varied tints, brightness, saturation and contrast. This is great if you're not using ENB; however, this makes it difficult to make an ENB preset that will have a consistent and intended look because it will be dueling with the varied image spaces.
With the help of Armored Feathers, the Image Spaces have been returned to mostly neutral with a few slight exceptions... This is similar to how NAT and Obsidian Images spaces are handled, and a contributing reason why there are many amazing ENB presets for those weather mods. This will also work fine without an ENB and you may prefer the neutral image spaces as it will make Cathedral's in game adjuster settings more predictable and powerful.

Download and Install my Cathedral Weathers and Seasons Remastered for ENB and give it priority / let my ESP overwrite the original mod's ESP.
2.) (optional) I have also included a modified version of the Improved Rain and Fog for Cathedral Weathers by Nawor3565 to support the changes, and also removed a feature of that mod that adjusted "cloudy" weather, as they were not related to storms or foggy weather and made cloudy weather overly dark.
The plugin name is un-changed, you can simply replace the original Improved Rain and Fog mod entirely in your current load order without issue. The original Improved Rain and Fog mod is not required, if you have it installed just un-install and install mine instead!
3. (optional) Lastly, I have included my performance friendly ENB (Soul Spectrum) based of Prismatic that has been re-built to support this modified version of Cathedral Weathers.
Download ENB binary 0.390 and extract d3d11.dll | d3dcompiler_46e.dll into your skyrim special edition folder
Download this ENB and drag and drop it all into your SSE folder
Disable skyrims sscreen space ambient occlusion, in your skyrimprefs.ini by setting bSAO=0.
Suggested for use with my ENB
-ELFX without Enhancer, or Relighting Skyrim on it's own will likely look best. Should be OK with Luminosity, ELE, Realistic Lighting Overhaul or Enhancer but you'll likely need to adjust interior ENB brightness, and saturation settings.
-I use the new Realistic Waters Two; if you're using ENB water feature enabled you'll want the optional RWT ENB textures. You can also use Mindflux's ENB Waters mod instead of RWT. If you're not using ENB water enabled then it doesn't really matter which water mod you use.
-I use Cathedral Landscapes with Northern Cathedral Grass and Majestic Mountains (main version) but it should look good with any grass and mountain mods.
-ENB Light: Use Minimal Install NOT Full Install; you can enable any other optionals, but I don't recommend enabling "Extra Lights" option.
