Recommended for new games. His base level is 8 and will level up along with you up to level 80.
Im not sure if he will work on old saves. I couldnt get him to spawn on my main save file. If he isnt there, exit the inn and wait 48 hours, if he still isnt there, then I guess he just doesnt work with old saves. Although it probably does, just give it a try anyway if you dont want to start a new save.
He is located in Riverwood at the Sleeping Giant Inn.
