Unzip the file using 7zip or your favorite file manager.

Drag the contents of the unzipped file to "Your user name of your pc"\Documents\My Games\Skyrim Special Edition\Saves"

Start Skyrim SE

Load the file by selecting "All" from the load button

Click to ignore the missing mods warning

Hit "Tab" or equivalent on the gamepad to open the vampire lord perk menu and then spend the perk point to complete the list of all perks.

Earn Vampire Mastered achievement.
